12.13 Training Duty Manager
A training duty manager will be available to take telephone calls outside of normal office hours, in order to assist with resolving any issues or problems related to the conduct of training or checking. The contact number for the active training duty manager will be available from operations control or crew control (or the local duty-desk equivalent).
Scope of consultation
Consultation with the training duty manager should be limited to assistance with the following:
- Missing or incomplete personal documents required for training or checking.
- Providing guidance on forms to instructors and examiners when required.
- Resolution of training / checking content (lesson plan) issues.
- Clarification of training footprints and tailored training programs.
- Resolution of crew complement issues and instructor qualifications for training / checking flights.
- Clarification of required training objectives during LFUS.
- Ensuring that the correct initial responses are made for training disruptions involving failed checks or unsatisfactory training events.
- Decision-making in response to simulator breakdowns, providing guidance and decisions for issues involving incomplete or inadequate forms or documentation prior to a check or training flight.
- Questions related to OM Part D or other training documentation.
When to escalate to the fleet training manager or head of flight training instead
During normal office hours, enquiries regarding the above should be directed to the instructor's fleet training manager or head of flight training, as per normal reporting protocols. However, if they are not available, the training duty manager may be consulted instead.
What the training duty manager does NOT handle
The training duty manager shall not have any involvement in the assignment of compassionate or emergency leave: these matters shall be referred to crew control or the pilot duty manager (or local equivalent), who are authorized to assign such leave.
The training duty manager shall also not have any involvement in resolving issues concerning instructors' or pilots' personal rosters or requests: these must be referred to the concerned manager or planning staff.
